The Commissioning Lead is responsible for the pre-commissioning, commissioning and start-up of all process plant and equipment. It is also the responsibility of the Commissioning Lead to oversee completion of multi-discipline division of work related to pre-commissioning or commissioning on projects.
The Commissioning Lead is responsible for supporting and supervision of the commissioning Team on projects. He or she provides multi-discipline input into the scheduling, designing and planning of projects. In addition, the Commissioning Engineer also develops multi-discipline commissioning strategy documents for projects
Work with the multi-discipline team to ensure commissioning is considered throughout the concept and design phases of the project.
Responsible for the development of commissioning and start up plan and strategy for the plant
Ensure compliance with all safety and environmental procedures
Direct and coordinate commissioning team members to ensure accuracy and share knowledge and best practice
Coordinate overall commissioning plan and schedule ensuring all mechanical systems are completed to schedule
Control costs associated with commissioning
Develop and consolidate procedures for a safe start up
Ensure operator training programs are successfully implemented
Ensure production schedules are met, resolving any challenges to production during reliability run period prior to asset handover
Uphold health and safety regulations
Support project manager with regards to commissioning input
Implement process safety programmes with respect to commissioning.
Provide work-pack input and participate in reviews
Ensure maximization of Factory Acceptance Tests, Integrated FAT, Site Acceptance Tests for completing commissioning documentation
Ensure commissioning personnel are competent and that all necessary training is identified and provided.
Manage & deliver hand-over to operations
Own & Deliver commissioning plan and ensure its interface with the asset plan
Third party verification body liaison as required in accordance with verification plan (TIV)
Finally, audit / review of the project commissioning process, ensuring where applicable that recommendations are implemented
