Responsibilities:
• Carries on the purchasing activities for Company’s Services Department: e.g. initiating, conducting and completing tender phases, supplier’s evaluation and selection, offers evaluation, contracts negotiation and signing according to procurement guidelines.
• Performs analysis of requirements and synthesis of proposals for cost saving and optimizing strategies.
• Periodically conducts market research and cost analysis (benchmarking).
• Shares to internal clients the industry information in respect with laws and regulations, relevant market’s suppliers and internal knowledge regarding purchasing policies, procedures, standards.
• Prepares specifications, initiates and follows the tendering procedure in order to purchase services, equipment and materials required by project managers in the oil and gas field.
• Ensures compliance of the tendering process phases.
• Manages any appeals submitted by the bidders during tender.
• Implementation process, provider assessment and prequalification.
• Initiates and prepares services package for framework contracts in order to be offered for tendering.
• Sending invitations, product specifications, follows the submission of tenders in deadlines and gather the tendering Commission.
• Contributes to the establishment and development of mapping acquisition processes and workflow within the procurement unit.
• Ensures full compliance of purchasing activities with legislation, internal regulations, policies and strategies.
• Ensures that supplier’s delivery deadlines are met.
• Reports on any ongoing activities/status/projects to the Procurement Manager.
• Ensures the quality of delivered goods identifying possible non-conformities.

• Establishes partnerships with the suppliers based on ‘win-win’ concept.
• Administers the data input and processing regarding the purchase orders, invoices, keeps the supplier’s database updated.
• Develops and keeps purchasing tools updated.
• University Degree - Graduate of Technical or Economical;
• Work experience in the energy, extractive industry of 5 + years in Oil & Gas Services procurement area preferably in a large company, international or multinational environment;
• Minimum 3 years of experience in implementation, ongoing projects and optimal utilization of specific data basis;
• Knowledge of industry products, equipment and their functioning & utilization;
• Public Procurement Expert;
• Commercial, technical, marketing financial knowledge;
• Very good knowledge in using Excel, Access, PowerPoint, and Project application for data organisation, evaluation and analysis development.
• The candidate must have residence in Ploiesti.
